Category Other # of Openings 1 Close Date 2/5/2021 Subject Not Applicable - Non-Instructional Position Purpose and Scope Works under limited direction to lead a coordinated process of ensuring effective and efficient financial planning and budgeting for all federal grants and major state grants in collaboration with the Budget Department. Serves as the primary contact person on behalf of the financial reporting in compliance with federal and state requirements. Works collaboratively with the Director of Grant Management and Compliance for State and Federal Programs to ensure appropriate development, implementation, oversight, budgeting, and monitoring of grants in accordance with local, state, and federal compliance requirements and the overall District's strategic priorities. Serves as a recognized expert on state and federal requirements, including those which are programmatic, administrative, legal, compliance, and financial . Essential Job Functions
    • Works collaboratively with the Chiefs, Directors, and Managers to develop short and long range financial plans and budgets for state and federal grants that are aligned with the District's strategic priorities and financial strategy. Develops, recommends, and participates in the implementation of changes in financial policies, procedures, reporting, and budget control systems. Develops, revises, and directs the standard operating procedure manuals, process maps, memoranda, reference guides, and bulletins.
    • Provides highly responsible, professional leadership regarding the development, implementation, oversight, and budgeting of State and Federal Programs; assures program compliance with District, State and Federal laws, rules and regulations.
    • Oversees and coordinates budget management functions; plays a key leadership role in coordinating the annual budget development process; advises the Director of State and Federal Grant Programs on budget management strategies; assists with budget drafts for Board and legislative review; produces regular and special budget reports; performs various budget analyses; and calculates budget adjustments caused by revised projections.
    • Maintains the state and federal grant budgets, including budget transfers; tracks, monitors budget to actual expenditures, and analyzes budgets to ensure proper allocation and use of funds; reconciles and resolves budget discrepancies.
    • Prepares grants and funding applications, as appropriate. Develops and administers a systematic procedure for the selection and attainment of federal, state, and local grants.
    • Maintains a working knowledge of grant regulations, changes or relevant information, including funding allocations, processes, laws, and new rules and regulations by reading publications and federal/state guidelines. Analyzes legislation to determine the effect on District or local district, or school finances and programs.
    • Supervises the duties of direct reports so as to effectively recruit, train, direct, motivate, delegate, monitor, and evaluate their activities. Provides work direction to subordinates to ensure targets and goals are met.
    • Directs the preparation and maintenance of a variety of narrative and statistical reports, records, correspondence, and files related to assigned service, activities, and operations; provides for appropriate research and compiles reports, as needed.
    • Executes relevant financial responsibilities according to lawful and ethical standards. Uses appropriate judgment and initiative to develop effective and constructive solutions to challenges and obstacles.
    • Performs comparative cost analyses for new versus existing programs, activities, and/or practices; Assists in the negotiation and procurement of goods and services. Analyzes, solicits and/or reviews competitive bids to maximize cost savings. Forecasts, develops, and implements budgets at the school level, as well as, processes and validates data that flows through e-Plan and District's ERP system.
    • Assists the District in determining funds available and timing of Human Resources changes to ensure continued support for grant funded employees.
    • Partners closely with the Budgeting and Fiscal Planning team; Conducts grant planning, management, and compliance trainings; Builds strong relationships with funding and regulatory bodies.
    • Performs other related duties as assigned or directed. Minimum Qualifications Graduation from an accredited college or university with a Bachelor's degree in Education, Business Administration, Finance, or related subject; Plus, seven (7) years of related budget/financial experience; OR an equivalent combination of related education/experience totaling eleven (11) years. (PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED).
      Degree Equivalency Formula : Bachelor's Degree = 4 years plus required years of experience. Master's Degree = 2 years plus required years of experience. Where Master's degrees are required, years for Bachelor's Degrees must be included. Knowledge, Skills, and Abilities
      • Strong knowledge and understanding of EDGAR regulations, including the OMB Uniform Grants Guidance
      • Strong analytic and problem-solving skills, with the ability to swiftly and accurately understand complex data and perform analysis
      • Skill in developing data-supported solutions and using fact-based logic; ability to translate complex analysis in easy-to-understand manner and present to a broad audience
      • Strong written and verbal communication skills
      • Outstanding leadership skills and ability to build high-performing teams through both recruitment and selection and professional development
      • Ability to tackle the operational challenges of the merged school district in a complex, changing political and educational environment
      • Ability to manage daily administrative tasks without losing sight of long-term goals and planning
      • Outstanding project management skills to manage multiple projects
      • Excellent oral and written communications skills and strong ability to build trusted internal and external relationships
      • Strong financial and accounting skills to appropriately conduct financial recording, financial reporting, and implementing operational controls in compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) fiscal policies and procedures Physical Requirements and Working Environment Physical Demands : Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers for sign language.
