SALARY: 55,000/Year
OVERVIEW:
The HR Recruiter is responsible for providing the highest level of
staffing services to Volunteers of America leaders and associates.
This will be achieved through the development of recruiting plans,
employing traditional sourcing strategies and resources as well as
developing new, creative recruiting ideas. This position delivers
high quality candidates while guiding hiring managers and
candidates through the selection process. The HR Recruiter will
perform full lifecycle recruiting and maintain excellent relations
with hiring managers, candidates, and external recruiting sources.
A wide degree of creativity, short and long-term recruiting vision,
and understanding of VOA programs is required. The HR Recruiter
performs a wide variety of both complex and routine compliance
services for Human Resources. -
REQUIREMENTS:
Bachelor degree required and/or equivalent work experience. -
Minimum of two years of prior recruiting experience; and/or
training or equivalent combination of education and experience.
Must have extensive experience with building and utilizing a
variety of successful sourcing plans and tools, including proactive
phone and internet research; the individual must be knowledgeable
of leading search practices. Ability to manage multiple recruiting
assignments and projects simultaneously.
Must support diversity& inclusion, be knowledgeable of employment
law, and be results driven. -
Must be professional, organized, possess critical thinking skills
and must exercise good judgment.
Working knowledge of HRIS systems preferred. Excellent
consultative, project management, problem solving, influence and
interpersonal skills.
RESPONSIBILITIES:
Demonstrates knowledge and proficiency in providing Human Resources
services.
Manages the presentation, selection, offer, negotiation, closing,
and administrative components involved in full lifecycle
recruiting.
Maintain accurate and well-ordered documentation on all candidates,
searches, hiring managers interactions, and other recruiting
activities to ensure a safe and thorough audit if required. -
Develops an effective pipeline of key talent potentially available
for immediate hire as succession planning needs dictate. -
Stays informed of trends and innovative recruiting techniques in
order to be competitive in state-of-the-art recruiting practices.

Meets regularly with hiring managers to identify current and future
needs as well as develop a thorough understanding of the needs of
program staffing needs.
Manages workload through effective time management. Sets
expectations around deliverables.
Develop and maintain strong working relationships with Volunteers
of America leaders, vendors, community organizations, and other
team members to create partnerships that yield success, predictable
results and credibility. -
Prescreens all candidates presented for detailed interviewing by
hiring managers, and includes the use of face-to-face
behavioral-based interviewing methodologies. -
Organizes, leads and documents post-interview debrief/feedback with
interview teams and candidates. -
Assist the Chief Administrative Officer in identifying and
implementing process improvements with strategic impact to increase
team efficiency.
Responsible for recruiting, screening, selecting and hiring new
employees.
Tracks applicant data; routes resumes/applications of qualified
candidates to appropriate manager(s).
Orders various reports, licensure verifications and background
checks.
Build applicant sources by researching and contacting community
services, colleges, employment agencies, recruiters, media, and
internet sites; providing organization information, opportunities,
and benefits; making presentations; maintaining rapport.
Conducts reference checks on all candidates being considered for
employment.
Develops and places classified ads in various online sources,
newspapers, publications and websites.
Extends offers of employment to selected candidates under the
direction of the hiring managers and within the guidelines of the
compensation policy.
Maintain accurate and well-ordered documentation on all candidates,
searches, hiring managers interactions, and other recruiting
activities to ensure a compliant and thorough audit if
required.
Assists the Chief Administrative Officer in the development and
implementation of Human Resources programs and projects.
Assist the Chief Administrative Officer to design and deliver best
practices, tools and processes to improve the recruiting
capabilities of VOA.
Assists HR audits to ensure that human resource files and records
are maintained in accordance with legal requirements and Company
policies and procedures. -
Avoid legal challenges by understanding current legislation;
enforcing regulations with managers and conducting training.
Updates job knowledge by participating in educational
opportunities; reading professional publications; maintaining
personal networks; participating in professional organizations.
Leverage social media and online recruiting resources and in-house
ATS to identify and recruit the very best candidates. -
Visits all hiring-manager departments to develop a thorough
understanding of the department culture and uses that understanding
to help candidates fully understand the opportunity. -
Participates in the development of ongoing creative and
cost-effective sourcing strategies. Create and foster relationships
with professional organizations to attract and proactively source
qualified talent and diverse candidates.
